The children were first reported missing at around 6:30 p.m. after police were called to Kinzie Park at River Road East and Kinzie Avenue for a report of a disturbance involving weapons.
“Upon arrival, police located two adult males with stab wounds,” Const. Ashley Dietrich told Global News. “They’ve since been taken to hospital and released after medical treatment during the disturbance.”
She said, “a three-year-old and a one-year-old were abducted from the area by a female and male known to them out of concern for the safety of the children.”
OPP issued the alert just after 11:30 p.m. ET on Monday. Police said it was believed they were travelling with their mother and a male, issuing a description of the vehicle they may have been in.
At 12:10 a.m. on Tuesday, Waterloo police issued an update on Twitter saying the children were found “as a result” of the Amber Alert.
“Police would like to thank everyone for their assistance with this investigation, aiding and locating two children safely,” Dietrich said.
Two men were charged with assault with a weapon in connection to the stabbings.
A woman was charged with breach of an undertaking.
Police say they are still actively searching for another man who was connected to the alleged assault and alleged kidnapping. They did not provide a description of him.

One female has been arrested.
